For many years Western Tract Mission encouraged people to form small groups to stuff tracts into bulk mail envelopes, pray over them, pay for the postage and then take them to the post office. Because these Tract Clubs were small, and they could not afford a lot of postage at once, the mailings usually went to smaller towns and rural areas. In this way we worked our way across Canada from Newfoundland to northern British Columbia, and we had recently begun to cover those same small postal code areas
The problem was that we were not reaching the larger towns and cities and many people were not receiving the gospel message. This bothered our Director, Arnold Stobbe. In 2009 he came up with a better plan.
